Finance Manager

Fulltime Position

JOB SUMMARY

The Finance Manager is Central Utah 911’s primary finance professional and is responsible for the full range of day-to-day and strategic financial functions of the organization. Because this is a one-person finance function, the Finance Manager performs both management-level analysis and hands-on transactional work, including budgeting, accounting, payroll processing, accounts payable and receivable, financial reporting, audit coordination, purchasing support, cash management, and internal controls.

The position serves as a trusted financial advisor to the Executive Director and Board, provides timely and accurate financial information for decision-making, and helps ensure compliance with applicable governmental accounting, budgeting, procurement, audit, grant, tax, and financial reporting requirements

ESSENTIAL FUNCTIONS

Lead development, administration, and monitoring of the annual operating and capital budgets; prepare forecasts, budget amendments, long-range financial projections, and supporting analysis.

Maintain the organization’s general ledger and accounting records; prepare and post journal entries, reconciliations, accruals, allocations, and year-end adjustments.

Manage accounts payable and accounts receivable, including vendor payments, member agency billings or assessments, receivables monitoring, deposits, and related records.

Process payroll accurately and on schedule, including payroll deductions, employer contributions, leave-related payroll entries, required tax filings, and coordination of personnel changes received from Human Resources.

Prepare monthly, quarterly, and annual financial statements, budget-to-actual reports, cash-flow information, and financial summaries for the Executive Director and Board.

Coordinate the annual independent financial audit and other financial reviews; prepare schedules, respond to auditor requests, and implement approved corrective actions or process improvements.

Establish, document, and maintain appropriate internal controls, segregation-of-duties compensating controls, and financial procedures suitable for a small organization with a one-person finance function.

Manage cash, banking relationships, account reconciliations, investments, and treasury activities consistent with applicable public-funds requirements and adopted policies.

Administer purchasing and procurement processes from a financial-control perspective, including purchase documentation, contract payment terms, purchasing-card controls, and compliance with adopted procurement policies.

Support grant and restricted-fund financial administration, including budgeting, reimbursement requests, expenditure tracking, match documentation, reporting, and records needed for compliance or audit.

Maintain capital asset and depreciation records and assist with long-term capital planning, debt or financing analysis, reserve planning, and major financial commitments.

Prepare required financial, payroll, tax, retirement, and other governmental reports and filings within established deadlines.

Develop and maintain written finance procedures, records-retention practices, desk procedures, and cross-training or continuity documentation for critical financial processes.

Analyze financial trends, costs, rates, staffing impacts, and proposed programs; identify financial risks and present practical recommendations to leadership.

Work closely with Human Resources, legal counsel, auditors, member agencies, financial institutions, vendors, and other partners on matters affecting the organization’s finances.

Protect confidential and sensitive financial and employee information and maintain records in accordance with applicable law and policy.

Perform other related duties as assigned, including special financial projects and support during organizational emergencies or continuity-of-operations events.

This position is expected to exercise a high degree of independence, accuracy, confidentiality, and professional judgment. The Finance Manager does not supervise finance staff and is personally responsible for completing the essential work of the finance function while also providing management-level analysis, recommendations, and financial stewardship.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of generally accepted accounting principles and governmental accounting, budgeting, financial reporting, and internal-control concepts.

Ability to independently manage a complete finance function, move between strategic and transactional work, prioritize competing deadlines, and maintain accuracy with limited administrative support.

Strong spreadsheet, financial-system, data-analysis, reconciliation, and financial-reporting skills.

Ability to explain complex financial information clearly to non-financial audiences, including executive leadership and governing-board members.

Sound professional judgment, discretion, integrity, and the ability to handle confidential information.

Strong organization, documentation, problem-solving, and process-improvement skills.
